Although the Wikipedia entry doesn’t mention the connection, the episode title is a riff on Thirty Seconds over Tokyo a film about the Doolittle Raid during WWII. I guess that’s why the episode hasn’t aired in Japan — at least according to the trivia section on the Wikipedia page.
